Node Manager - SOA Managed server coming up on 2 hosts in parallel

When cold starting our SOA Estate in a failover event, we are seeing that an interface is being created and a duplicate process is starting for one of our SOA Managed Servers on its primary and secondary hosts as defined in the NodeManager settings.

The process that we are following is:
Remove: /<managed_Server>/tmp
Check that the value of /<managed_Server>/data/nodemanager/<managed_Server>.state is SHUTDOWN:N:N

Start Admin Server
Start Node Manager Service
Start OHS Node Manager
Start OHS Component

Log in to Console and start Managed Servers as follows:
WSM managed servers
SOA managed servers
OSB managed servers
ESS managed servers

All is fine until we start the bring up our SOA2 Server, which spawns an interface on host1 as well as host2 and there are java processes for SOA2 on both. The one on the secondary device (i.e. host 1) then stops and all looks ok, but will then restart.
