Managed Servers Show DOWN After Discovery in OEM Cloud Control - But They Are UP in WebLogic Console (Doc ID 2283959.1)

Symptoms

It is observed that OEM Cloud Control 13c showing Weblogic managed servers are in a down state after discovery. 

Managed servers are actually up and running, and the WebLogic Administration Console shows managed servers are in RUNNING state.
