IAM-3050203: Help Desk User Unable To Unlock User Who Is Locked By Administrator

When an user with HelpDesk admin role attempts to unlock the user who is locked by administrator, OIM throws the following error.
Steps to reproduce:
1. Using identity console login as xelsysadm and lock a test user.
2. Login as HelpDesk user who has HelpDesk admin role and try to unlock the user.
3. The unlock operation fails.
