Help Desk User Unable To Unlock User Who Is Locked By Administrator (Doc ID 2284107.1)

Symptoms

When an user with HelpDesk admin role attempts to unlock the user who is locked by administrator, OIM throws the following error.

IAM-3050203 : You do not have permission to unlock the user(s) with Id(s) as the user(s) is locked by Administrator.

STEPS
-------

1. Using identity console login as xelsysadm and lock a test user.
2. Login as HelpDesk user who has HelpDesk admin role and try to unlock the user.
3. The unlock operation fails
