Not Able To Create Folders Under MDS In JDeveloper 12.2.1 (Doc ID 2285190.1)

Symptoms

APPS folder is present under SOA_DesignTimeRepository and it can be created sub folders. But under "MDStestConnection" which is the actual connection it is not showing APPS folder and only showing SOA folder and sub folders. Under this connection it can not create sub folders.
