Symptoms
On : 12.1.1.0 version, WLS-Config (non-component)
JDBC Connection Pool -- Shows connections waiting even though Max Connections is not reached
On the main Datasource having max connections and connections waiting. Raising the Max Connections from 20 to 25 avoids hitting the max connections but still seeing a few places where there are "waiting for connection" values greater than zero.
What is the condition causing this? How can there be transactions waiting for a connection when there are still free / unused connections?
