Unable to Parse XML Error When Importing federationmetadata.xml file for SAML SSO (Doc ID 2286570.1)

Symptoms

A federationmetadata.xml is generated from an APM module of an F5 BIG-IP used as a SAML IdP. When it is imported in WLS Console, an "Unable to Parse XML" error is given and the operation failed.

• Unable to Parse XML
• Create operation Failed - no partner created
