Unable to Parse XML Error When Importing federationmetadata.xml file for SAML SSO (Doc ID 2286570.1)

Symptoms

A federationmetadata.xml is generated from an APM module of an F5 BIG-IP used as a SAML IdP. When it is imported in WLS Console, an "Unable to Parse XML" error is given and the operation failed.

While the general error was shown in the Console screen, the AdminServer logs were checked with the below error stack:
