403 Forbidden error accessing Fusion Applications payslips and DOR

Symptoms
On : 11.1.1.9.0 version, Content Server used with Fusion Applications
The front end application is using Global Payroll Cloud Service.
When attempting to download documents checked into the content server some payslips get an error.
ERROR

We able to to see records in DOR and view payslip, however when we try to drill down to see the document we are receiving 403 - Forbidden error.
Error 403--Forbidden
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Attempt to download a payslip from the front end application.

The issue has the following business impact:
Due to this issue, users cannot review the payslips checked into the UCM content server.
