Why does a Webcenter Content Managed Server start in WLS ADMIN Mode, and how can this be solved to move to WLS RUNNING Mode ? (Doc ID 2287289.1)

Goal

Webcenter Content or InBound Refinery (IBR) Managed Server starts in ADMIN Mode only, as follows:

<Jul 14, 2017 1:22:27 PM EDT> <Notice> <WebLogicServer> <BEA-000365> <Server state changed to ADMIN>
<Jul 14, 2017 1:22:27 PM EDT> <Notice> <WebLogicServer> <BEA-000360> <Server started in ADMIN mode>

The Managed Server needs to continue, and move to the RUNNING state.
