Unable To Login To BPM Workspace due to LimitExceededException (Doc ID 2287758.1)

Symptoms

Unable to login to the workspace. The following exception is seen in the logs:

Could not get reportees for "{0}" in configuration "{1}".
Error in getting reportees for "mlmillwood" in configuration "jazn.com".
Ensure that a user with the given name exists and has reportees. Contact Oracle Support Services if error is not fixable.
