Not able to do BULK RECOVERY through Error Hospital in EM console.
The issue can be reproduced at will with the following steps:
1. Trying to do Bulk recovery through Error Hospital in EM console.
2. Soa-infra dash board -> Error Hospital -> Search -> select the one needs recovery -> click yes -> and click on Bulk recovery JOB ID
3. Seeing: 'No job requests found.' and 'Monitoring Information is not available because the target is down'
