OIM Unlock Does Not Reset oblockouttime attribute in OID (Doc ID 2288331.1)

Symptoms

In an OIM-OAM integrated environment, after 5 invalid login attempts users are getting locked in LDAP. However when the user is unlocked in OIM, the oblockouttime attribute is NOT getting reset for the user.

STEPS TO REPRODUCE
-------------------------

1. Setup OIM-OAM integration with LDAPSync.
2. On a test user account, get it locked after 5 invalid login attempts.
3. Unlock the user in OIM.
4. Check the oblockouttime attribute in OID and notice that it is not reset.
