OAAM DCC WebGate Tunneling Throws Bad Oracle Access Manager Request

Customer recently enabled DCC tunneling for OAAM. When they access a resource which is protected by TAP Scheme, user is redirect to http://dcc_host:dcc_port/oam/server/dap/cred_submit with below error:
  Bad Oracle Access Manager Request
  The URL is reserved for use by Oracle Access Manager and has been used with incorrect parameters.

In DCC webgate log files we noticed below error:
