OAAM DCC WebGate Tunneling Throws Bad Oracle Access Manager Request (Doc ID 2289736.1)

Symptoms

Customer recently enabled DCC tunneling for OAAM. When they access a resource which is protected by TAP Scheme, user is redirect to http://dcc_host:dcc_port/oam/server/dap/cred_submit with below error:
