Certification Configured for "All Users" Errors While Running Job

Symptoms
You've configured a User Certification Definition and for the Base Selection, you have specified "All Users." You have selected a specific Application Instance, but the reviewer that you've configured for this certification does not have this account. When you run the certification, you see the following error even though you know that there are users to be certified:
If you change the reviewer to a user with the account, the certification runs as expected and the certification tasks are generated.
So to summarize --
Failed Use case:
Users selected : All Users
Application Instance : selected one App Instance
Roles: Selected Roles
Entitlements: Selected Entitlements outside roles
Reviewer: Selected User--> This user doesn't have the Application Instance Account in OIM --> Throws the error
Successful Use Case:
Users selected : All Users
Application Instance : selected one App Instance
Roles: Selected Roles
Ents: Selected Entitlements outside roles
Reviewer: Selected User--> This user has the Application Instance Account in OIM --> Certification tasks created successfully
Is this expected? Is there a way to configure a certification for "All Users" where the reviewer does not have the account?
