Oracle HTTP Server 12.1.x Requests Failed With "Cannot Display The Webpage" If Timeout is Set to 0 (Doc ID 2291362.1)

Symptoms

Can't access OHS when set "Timeout 0" in the httpd.conf.  
OHS starts without error but requests failed with "cannot display the webpage" error.
No related errors in OHS logfiles.
Issue does not reproduce in version 12.2.1.2.

Changes

 Set "Timeout 0" in httpd.conf, objective is to set Timeout to unlimited.
