Access Log Files Might be Rotated With Earlier Timestamp when Using "ByTime" as Rotation Type (Doc ID 2292109.1)

Symptoms

The configuration for rotation of access log are as follows:

The results shows that the logs are getting rotated some nanoseconds earlier than scheduled time, although it means 13:00 if rounded up less than milliseconds.
