WCC JPS Provider Showing Down, error !csJpsIdentityStoreNotConfigured (Doc ID 2292344.1)

Symptoms

On : 11.1.1.8.0 version, Content Server

Migrated LDAP server to another host.  Weblogic server populating users and groups successfully (Users are getting authenticated in LDAP server).

When a user attempts to login to UCM they are denied.  JPS provider in WCC is down and throwing an error: "intradoc.common.ServiceException: !csJpsIdentityStoreNotConfigured".

When I am reverting back to old host of LDAP server everything seems to be fine and working perfectly.

STEPS

The issue can be reproduced at will with the following steps:
1. Enable a new LDAP Provider.
2. Users attempt to login using the new LDAP system.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot log into UCM with the new LDAP provider.
