How to Increase WebLogic Thread Pool in 12c (Doc ID 2292743.1)

Goal

We are seeing server overloading (network IO), admin inaccessible errors. In order to get this fixed you are trying to increase the thread pool following the steps as per the document in the link below. However, we do not see how to increase it on the admin console for the WebLogic 12c. Where is it available in WebLogic 12c?
