Symptoms

On : 11.1.1.9.0 version, BPEL Service Engine

ACTUAL BEHAVIOR
---------------
Customer changed the callback server URL from server IP address to full qualified server name. After restarting the soa server, it stays in admin state.

EXPECTED BEHAVIOR
-----------------------
Server should start normally.

The error observed on the logs was
