Unable to Login to Sites UI After Applying Patch 16

After applying Patch 16, cannot login to the Sites UI. Attempting to login results in a redirect back to the login screen with no additional messaging.
This is only occurring when using WebLogic 10.3.6.0 Patch 170418.
