SubmitForInfo on an expired task COMPLETES the task instead of putting it back into an ASSIGNED state (Doc ID 2294641.1)

Symptoms

1. Create Task. Set expiration duration to say 1M in Human Task Definition
2. Set Expiration Assignee.
3. Let task expire. Task will be now assigned to Expiration Assignee.
4. Call RequestInfoForTask on expired task. Task will go to Info_Requested state
5. Call SubmitInfoForTask
6. Instead of the task going back to Expiration Assignee, the task will be COMPLETED.

We expect the task to go back to the Expiration Assignee.
