Stuck Threads / Rejected Tasks When Bulk Provisioning Accounts With EBS UM Connector (Doc ID 2295128.1)

Performance issue for provisioning large amount of users to EBS triggered by the access policy.

Issue does not happen if using the APPS user (DB Schema user) rather than the configured NON-APPS user - the EBS schema initiation runs fast. However, if using the NON-APPS service account in the EBS IT resource, it runs slow.
