NLS Decimal Separator and Group Separator not Effective for Given NLS Territory (Doc ID 2295308.1)

Symptoms

SQL Developer's Preferences page offers customization for Territory, Decimal and Group Separator. It is observed that Territory settings ( Say TURKEY ) take precedence ( and internally sets Decimal and Group separator ) over explicit value specified for Group (.)  and Decimal (,) separator.
Due to this, the specified values for Decimal and Group separator do not get applied.
