Order Issue Completing User Certifications In Offline Mode

Goal
You are implementing certification in your OIM environment, but you have questions about information on a known issue in "Completing User Certifications in Offline Mode" as described in the documentation. The issue is described in the Note under section 15.5 Completing User Certifications in Offline Mode in the OIM User's Guide for PS2:

The note states:
This suggests that perhaps the Excel plugin is not reliable, that it can result in false data; for example,
Person A has 10 entitlements.
Manager A revokes 6 entitlements and certifies 4 entitlements an the account.
The data is uploaded entitlements first then account.
Because of the order the data is uploaded to the server, the OIM application certifies all 10 entitlements instead of only 4.
