End User Is Able To Withdraw A Request Even After Request Has Been Rejected

End user is able to withdraw a request even after request is rejected.
Below are steps to re-produce issue:
1.) Login to Identity console as end user and request for access where approval will get assign to manager
2.) Login as Manager and Reject the request
3.) Again Login as End User where Withdraw Request button is enabled and user can able to withdraw the request even after the request rejection.
