JDEVELOPER CANNOT GET INtEGRATED ENV ON WINDOWS 10 (Doc ID 2296482.1)

Symptoms

The following error is observed when creating the default domain for integrated Weblogic Server associated with any version of JDeveloper 12c installed on Windows 10:

STEPS TO REPRODUCE

The issue can be reproduced at will with the following steps:
On Windows 10 64bits edition:

1. Install JDK 1.8 (update 121) 64 Bits edition
2. Install JDeveloper 12.1.3.0 Studio edition from this address : http://www.oracle.com/technetwork/developer-tools/jdev/downloads/jdev1213download-2739275.html
3. Run the IDE, try to launch the integrated weblogic server (menu RUN > START WEBLOGIC INTEGRATED SERVER)
5. Observe the "Failed to get environment, environ ..." error
