Design View in JDeveloper 12c Does Not Show Resource Bundle Key Value For Component Text Label (Doc ID 2296881.1)

When using an EL expression to reference resource bundle key as the text for a component label, if the EL expression uses the resource bundle base-name, the key value is not shown in JDeveloper in Design view/tab.

For example, if resource bundle named "resourcesSample" has a key named HELLO with value "Hello, World!", and was configured as follows in faces-config.xml:

And page has:

<af:inputText label="#{resourcesSample.HELLO}" ...>

While in Design view in JDeveloper 12c, af:inputText text not resolves to the key value to show "Hello, World!", but instead shows the EL expression itself.

This is not the case in 11g, where in Design view af:inputText label text correctly shows "Hello, World!" instead.
