Does JDBC Thin Require an Oracle Client To Connect Using a TNS Entry? (Doc ID 2297302.1)

Goal

JDBC connections can use a TNSnames.ora entry to connect to an Oracle database. Is an Oracle Client needed to be installed on the client machine for this to work, or just have a local tnsnames.ora file ?
