Does JDBC Thin require an Oracle client To Connect Using a TNS Entry in tnsnames.ora File?

JDBC connections can use a TNSnames.ora entry to connect to an Oracle 184.108.40.206 database. Is an Oracle client needed to be installed on the machine for this to work, or just have a local tnsnames.ora file ?
