Does JDBC Thin require an Oracle client To Connect Using a TNS Entry in tnsnames.ora File? (Doc ID 2297302.1)

Goal

JDBC connections can use a TNSnames.ora entry to connect to an Oracle 11.2.0.3 database. Is an Oracle client needed to be installed on the machine for this to work, or just have a local tnsnames.ora file ?
