Not Able To Recover/abort A Resequence Message Through Enterprise Manager(production Distribution) (Doc ID 2297723.1)

Symptoms

When using re-sequencer for handling message sequencing in our services is not possible to perform any of the following operations in Enterprise Manager resequencer console to the messages which are stuck in the resequencer tables due to an error (and as so listed in the EM console):
- View the failed message payload;
- Recover/Abort those messages.

In this site, it talks about the same issue and mentions about an oracle bug "bug 19826309" raised for this issue. But, neither we could find more details on the bug nor to trace the bug in oracle bug list.
