OIM Not Able To Connect To OTD (to LDAP Server) Due To Connection Pooling Issues

Symptoms

OIM can not connect to the Oracle Traffic Director (OTD) through the OTD's connection pooling, where the OTD is in front of the LDAP for the load balance. Following exception is seen in the log:
