Symptoms

ISSUE CLARIFICATION

In coming messages are failing due to a document protocol identification error. The aberrant behavior only occurs occasionally.

The issue appears to be caused by the message in question containing a Latin-1 character that in encoded as ISO-8859-1 instead of UTF-8.
