Interpreting the ReadMe Instructions for an ADF 12c Patch (Doc ID 2298797.1)

Goal

The instructions included in the README file for an ADF Patch are sometimes difficult to understand.
For instance:

1. It is confusing what is said in section 1 (Prerequisites): The patch is needed to fix ADF 12.2.1.2.0 problem and the zip file is for ADF 12.2.1.2.0. Why does the instruction recommend to download the latest version of OPatch 13.1.x ?

2. In section 2 (Pre-Installation Instructions), it is not clear how to proceed as the following statement is may lead to confusion:
