OID 11g 11.1.1.9.0 Fails to Start with oidmon Log Error ORA-28040 After Upgrading the OID Repository Database (DB) to 12.2 or Higher (Doc ID 2299248.1)

Symptoms

Oracle Internet Directory (OID) 11g 11.1.1.9.

OID worked before upgrading the Database (DB) repository, e.g., from 12.1 to 12.2 or higher.

Since upgrading OID DB to 12.2 or higher, OID fails to start with oidmon log error:

[2017-08-15T08:20:47.616205-04:00] [OID] [NOTIFICATION:16] [] [OIDMON] [host: <HOSTNAME>] [pid: <PID>] [tid: <TID>] Guardian: [oidmon]: Unable to connect to database,
            will retry again after 10 sec

[2017-08-15T08:20:57.626041-04:00] [OID] [NOTIFICATION:16] [] [OIDMON] [host: <HOSTNAME>] [pid: <PID>] [tid: <TID>] Guardian: Connecting to database, connect string is oiddb

[2017-08-15T08:20:57.671239-04:00] [OID] [NOTIFICATION:16] [] [OIDMON] [host: <HOSTNAME>] [pid: <PID>] [tid: <TID>] Guardian: [gsdsiConnect] ORA-28040, ORA-28040: No matching authentication protocol


OID $ORACLE_HOME/bin/sqlplus also fails with the same error:
