Symptoms

When opening an ADF 11.1.1.7.0 in JDeveloper IDE for user level customization as documented in

Building Customizable Applications Using Oracle Metadata Services

it has been found that the JDeveloper's Integrated WebLogic server works without issues as it is a file based MDS.

However, when deploying to EAR file and then deploy such EAR file to any standalone WebLogic server, the activation of the deployed EAR fails with the following error
