Symptoms
On : 12.1.3.0.0 version, B2B Engine
In 11g B2B successfully processed files coming over an File/FTP/SFTP listening channel, even though the agreement was set up with an AS2 channel.
In 12c, a request coming through a file listening channel generates MSG_ERROR, and the following error occurs when B2B attempts to send an acknowledgement (which did not happen in 11g).
STEPS

The issue can be reproduced at will with the following steps:
1. Set up active AS2 agreement for an EDI document type, say 850.
2. Create FTP listening channel.
3. Copy 850 document file to FTP listening channel folder.
4. Exception occurs.
