Issue With Password Reset

Goal
From the windows logon screen, pressing the link under the username to use the self service password reset opens an error saying Server unavailable with an error code 12057.
After updating the registry key as below, no longer receive the error.
-- To resolve the error, set HKLM\SOFTWARE\Passlogix\SSPR\WindowsInterface:IgnoreCertRevocationErrors to 1.
Why is this required now when things worked well without it for the past years.
if I launch the utility from the command line ("C:\Program Files (x86)\Passlogix\v-GO SSO\WindowsInterface.exe" /RESET /GINA /LANG fr-FR) the form opens 100% of the time, whether or not I have the registry set to ignore certificate revocation errors.
What is difference from the lock screen and launching from the command line.
