Managers Cannot Make New Requests For Direct-report Employees - IAM-8140001 (Doc ID 2301104.1)

Symptoms

When a manager tries to make a request for one of his/her employees, they get an error.  Here are the steps to replicate the issue:

1.) Log into OIM Self Service as a user that has subordinate employees;
2.) Request Roles for Others;
3.) Choose an employee that he/she supervises;
4.) Add a role, entitlement, or application for that user and try to submit and it fails with error:
