Symptoms

In Exalogic Virtual rack's, issue of creating new vServers and starting existing vServers from EMOC failing with "ERROR addMemberToLogicalFabric - failed to add members to IB partition" error in EMOC Job log is seen.

Further checking the Proxy Controller cacao log we see below error.
