Post-authentication processing rule failing for null ip address

When I set the following rule:

location.clientIP.startswith('10.') or location.clientIP.startswith('192.168.') or location.clientIP.startswith('172.16.') or location.clientIP.startswith('172.17.') or location.clientIP.startswith('172.18.') or location.clientIP.startswith('172.19.') or location.clientIP.startswith('172.20.') or location.clientIP.startswith('172.21.') or location.clientIP.startswith('172.22.') or location.clientIP.startswith('172.23.') or location.clientIP.startswith('172.24.') or location.clientIP.startswith('172.25.') or location.clientIP.startswith('172.26.') or location.clientIP.startswith('172.27.') or location.clientIP.startswith('172.28.') or location.clientIP.startswith('172.29.') or location.clientIP.startswith('172.30.') or location.clientIP.startswith('172.31.') or location.clientIP.startswith('134.204.158')

If the ip address is null this evaluates to true when it should be false
