Error "ClassNotFoundException: oracle.forms.engine.Main" when Attempting to Run Forms 12c Using SSL and JRE 1.8 (Doc ID 2304631.1)

Symptoms

When running Forms 12c with SSL on clients with JRE 1.8 and Internet Explorer 11 browser, get an error.
"ClassNotFoundException : oracle.forms.engine.Main"

Forms will work if the Java Advanced Security Setting (in Java Control Panel) is amended such that both "Use TLS 1.1" and "Use TLS 1.2" are unchecked.
