OGG Downstream IE Not Reading the Logs from the Correct Location After Bounce of Primary Database

Symptoms
Whenever there was a bounce on the Primary Database , The Downstream IE would not pickup the archives from the correct location. The process unregistering and re-registering had to performed manually every time.
Below errors could be seen in the Extract side.
