Symptoms

When moving a WLS 12.2.1.2 domain from one machine to another, using a template.jar created using the Domain Template Wizard (or pack/unpack),  we see the following error stack that is complaining about a missing component 'oracle.webcenter.wccore' at MW_HOME:
