UPGAST-00271: Validation Of Specified Domain Failed Error During Readiness Check Of WCC/SOA Environment For Upgrade (Doc ID 2305556.1)

Symptoms

On : 12.2.1.3.0 version, Content Server

When attempting to upgrade from 11g to 12c
the following error occurs.

ERROR
-----------------------
UPGAST-00271: Validation of specified domain failed. E:\Services\Oracle\Middleware\user_projects\domains\ecm_domain
Cause: The specified domain failed validation which will prevent domain reconfiguration.
Action: Refer to the Troubleshooting section of your upgrade documentation for info on supported domain upgrades. See the log file for details of the validation failure.

No reconfig template exists for templates:
Oracle SOA Suite upgrade 11.1.1.6.0 to 11.1.1.7.0:11.1.1.0
Oracle BPM Suite upgrade 11.1.1.6.0 to 11.1.1.7.0:11.1.1.0
Oracle Business Rules Extension:11.1.1.0
Oracle SOA Common Adapters:11.1.1.0

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Follow Note "How to Upgrade WebCenter Content (WCC) from 11g Versions to 12.2.1.2.0" (note has since been deleted as 12.2.1.2.0 is out of grace period) to upgrade WCC without upgrading SOA first
2. Observe error during step E "Run the Readiness Check for WCC Schema Upgrade and WCC Configuration Upgrade"
