ODI Studio Cannot be Launched or Reinstalled; Possible "java.lang.ArrayIndexOutOfBoundsException" Error in sun.font Class (Doc ID 2305683.1)

Symptoms

When starting Oracle Data Integrator (ODI) Studio, the user-interface does not load and there are no errors. 

An Install attempt of ODI Studio displays the following error output:
