OIM Managed Server Taking Long Time to Start (more than 15 minutes) "iam.scheduler.impl.quartz" errors in the logs . (Doc ID 2305948.1)

OIMserver start slow whic will take more than 15 minutes to start.
Logs show extra time is pretty much spent on OIM application related activities with OIM/IAM application/scheduler job errors, for example,
 "" scheduler job..
