When attempting to install 12.2.1.3 Forms/Reports, it fails on the following step:

Generating Libraries (This can take Several minutes)

And, the install<datetime>. log has the error:

Caused by: java.io.IOException: invalid header field name: Manifest*Version

1. Install Infrastructure
2. Install Reports
