java.io.UTFDataFormatException when Deploy Composite With OAG Xsd In The Project (Doc ID 2306847.1)

Symptoms

Deploying a composite with a B2B adapter. The XSDs used in the B2B adapter are OAG schemas (ConfirmBOD.xsd, ProcessInvoice.xsd).

When I deploy I get the error:

MDS-00001: exception in Metadata Services layer
MDS-00515: failure to create document /deployed-composites/financials/B2BProcessInvoice_rev1.0/Schemas/ProcessInvoice.xsd in the metadata repository
java.io.UTFDataFormatException: Invalid UTF-8 encoding.
