Content UI custom skin implementation process does not work on Solaris (Doc ID 2307515.1)

Symptoms

When using Webcenter Content  version 11.1.1.9.0 on the Solaris platform, after following the documentation located here to install a custom UI skin in the Content UI:

The skin does not render properly, and the weblogic log shows the error below:
  <Can't find a skin that matches family wcc-custom-skin and renderkit org.apache.myfaces.trinidad.desktop, so we will use the simple skin>
