jms-system-resource cannot have name interop-jms

Symptoms

 Getting exception while creating JMS module with the name "interop-jms" in the console and Server could not activate the below changes.

weblogic.servlet.internal.ServletRequestImpl.run(ServletRequestImpl.java:1490)

at weblogic.work.ExecuteThread.execute(ExecuteThread.java:256)

at weblogic.work.ExecuteThread.run(ExecuteThread.java:221)

Caused by: weblogic.descriptor.DescriptorValidateException: The following failures occurred: -- [JMSExceptions:045086]The jms-system-resource cannot have name interop-jms. --

<BEA-240003> <Console encountered the following error weblogic.management.DeploymentException: [Deployer:149189]An attempt was made to execute the 'activate' operation on an application named 'interop' that is not currently available. The application may have been created after non-dynamic configuration changes were activated. If so, the operation can not be performed until server is restarted so that the application will be available.
