MAXFILESIZE is not working in UPLOADER tag of Attribute Editor

Symptoms
Create a new Attribute Editor as following:
Assign it to a blob attribute and try to upload content larger than 1024K from an asset which contains this attribute. uploading successfully which is unexpected.
It is expected to be blocked for any content that larger than 1024K
This issue can not reproduced from 12.2.1.0 ~ 12.2.1.2
