Unable To Install Custom Component Due To Network Error Message "Site can't be reached"

On : 22.214.171.124.0 version, Content Server
Unable to install Custom Component due to network Error message
Customer was trying to migrate custom component that was created in 10g to target instance of 11G.
They have downloaded the component and seeing network error when trying to install from component manager on target instance.
Site can't be reached
The issue can be reproduced at will with the following steps:
1. Go To Administration-> Component Manager
2. Click on Advanced Component Manager
3. From the bottom of the page, Click on Choose File to browse the path of the custom component
4. Click on Install to install the component
